Can someone please explain to me what the writer of this articles means by this:
The problem AFSCME faces is they can’t stand up for state employees without hurting county employees and vice versa. The only consistency is that AFSCME has buckled every time before the budget ax, and you will be struck by lightening before Pat Moran approves a strike.

THis is such a conflict of interest on the union's part as they represent both county and State employees. When the state cuts funding to the counties to save state jobs, the county may have to lay off their employees (who are also represented by AFSME). As for Moran staging a strike, well we all know that a work stoppage is not allowed under the MOU!
Strikes and work stoppages are not allowed in government jobs at all anywhere. It's important right now too, to not do anything to place your name on a layoff list. It is an oppportunity for them to get rid of anyone they want to.
