The director of Maryland's largest union for state employees says Gov. Martin O'Malley's administration is meeting with unions early next week to discuss the state's difficult budget situation.

Patrick Moran, executive director of the Maryland chapter of the American Federation of State, County and Municipal Employees, said Friday he's urging the administration to avoid state employee layoffs.

Moran says the state needs its employees now more than ever to provide services to struggling state residents.

O'Malley is scheduled to release the fiscal year 2011 budget on Wednesday. The administration hasn't provided any details yet on any layoffs or a furloughs to address a $2 billion deficit.

He has to tell them what his plans are. There are no negotiations going to occur ... it is simply a session to TELL them what's going to be done and there is absolutely nothing any of the unions can or will do about it.

It is an appearance thing. It needs to appear that something is being done to save face for the unions so that they can continue to back this administration.

If these unions chose to back someone else I would be more apt to be supportive of their efforts. However, state workers have been treated like second class citizens for well over a year now and the unions continue to support the administration that is doing it. I understand we must do furloughs and I understand that we are in trouble and things need to change but what I do not understand is why it has to be done in the manner that it is being done. There is absolutely no compassion for the workers. every 3 months we have to hear rumor after rumor, we have to go to work and try to do our jobs with an axe hanging over our heads and, we have had to continually worry about our livelihoods for over a year now.

There is a right way and a wrong way to do things. These days, it's the wrong road that those in charge have taken. We are human beings and deserve to be treated like valuable assets to this government. Until that occurs, our lives will continue to spiral downward.

The only way to change things is to research who is running for Governor, including the current administration and make our voice be heard at the polls. We need to vote a few legislators out too.

I say a $5 campaign contribution to someone like Ron Miller would say something. He is the right Miller for change. We need to separate the terrible 3, Bush, Miller and O'Malley and put into place people with open minds who are compassionate not only to the workers but to the citizens of this state.

That is the only way we're ever going to feel a sense of accomplishment.
